Resumo:  Essa pesquisa analisa a correlação entre governo e população na obra de Michel Foucault, bem como as características de ambos no curso do tempo, o que reflete nas formas de controle da sociedade. Inicialmente, analisamos em linhas gerais o contexto
de um governo soberano, que passa a se utilizar da disciplina como forma de controle. Em seguida, considerando a emergência da biopolítica na arte de governar, apresentamos os passos que levam Foucault a criação do conceito de governamentalidade, no curso Segurança, Território, População (1977-1978). A partir do estudo dos poderes soberano e disciplinar, buscaremos compreender como ocorre o deslocamento do governo baseado na premissa ligada ao indivíduo e à família, para a noção de economia ligada à população. Assim, a partir do entendimento do conceito de população, será possível compreender as complexas relações que fundamentam os mecanismos de controle que o Estado utiliza, amparado por seu poder de governar, e que compõem a noção governamentalidade.

Abstract:  This paper intends to analyze the correlation between government and population, in Michel Foucault’s work, it’s features over time, and how it reflects in society control. First, we will understand the concept of the sovereign power, who uses discipline as a control weapon. Second, considering the emerging concept of biopolitics in government techniques, we will present the ways that get the author to the concept called governamentality, created by the time Foucault teaches at the Collège de France, Security, Territory, Population (1977-1978). Studying the sovereign and disciplinary power, we can understand how government shifts from the premise of the family to the economics notions, linked with population. We believe that, starting from the concept of population is possible to know the complexes relations that fundament control’s mechanisms used by the government, supported by its power of rule that composes the notion of governamentality.
